About Paul

Paul Cop2Born in Albuquerque’s Northeast Heights, Paul attended Monte Vista Elementary, Jefferson and McKinley Mid-schools, and Valley High School in the North Valley. After graduating in 1982, Paul worked for the FBI in Washington, D.C., in an administrative capacity for just under one year. He then returned to Albuquerque to join the Albuquerque Police Department as a Police Service Aid. He was then accepted to the Albuquerque Police Academy, graduating in 1984 from the 55th cadet class.

Paul’s APD career best illustrates his character as a man and his value to our community. In 1987, he received the Certificate of Recognition for Extraordinary Personal Action from the American Red Cross after performing CPR to save a life. In 1994, Paul was awarded the Albuquerque Police Department’s Life Saving Medal for rescuing Elijah DeLoach-Winfield, a seven month old baby who stopped breathing on Interstate 40. Paul was APD’s Police Officer of the Month 8 times during his career. He was awarded the Optimists Club’s Officer of the Year for 1994-95 and the Albuquerque Police Department’s Officer-Detective of the Year for 2003. Paul’s service as a Field Training Officer spanned 23 years, with 87 individual recruits benefiting from his knowledge and experience. Paul served as Vice President of the Albuquerque Police Officers Association from 1997 – 2000. During this same time, he served with the the FBI’s New Mexico Violent Fugitive Task Force, helping apprehend some of New Mexico’s most dangerous fugitives. From 2000 – 2002, Paul served as President of the Albuquerque Police Officers Association, and was assigned to the United States Marshall’s Southwest Investigative Fugitive Task Force from 2002 – 2004.

Paul’s experience covers all areas of police and detective work. He worked in all five area commands, as a patrol officer, and as a field training officer. His area of expertise was in all areas of training, specifically in the field of officer survival. During his tenure as a field officer, Paul was upgraded numerous times to acting sergeant, supervising his fellow squad members. Paul also served as an acting sergeant with the newly formed Albuquerque Police Department Transport Unit. From 2006 – 2010, he also provided security for the Albuquerque City Council, overseeing the security of the nine city councilors, members of the city administration, and the general public.

Paul is also a small business owner with his beautiful wife Tami.
